Commissions 90 new Justices of the Peace
The Jamaica Pegasus Hotel was the wonderful venue for the recent Commissioning of 90 new Justices of the Peace for the Parish of St Andrew by Custos Rotulorum

The Justices of the Peace completed a programme of intensive training including visits to lock ups .The programme was organized by the Justice Training Institute and supported in part by the Ministry of Justice and the Citizen Security and Justice Programme after the applicants were approved by the Minister of Justice.
The Governor-General’s Commission was prepared for each new Justice Of The Peace who had to affirm or take the Oath of Allegiance and the Oath of Office and to sign the Magistrates Roll.
The Justices of the Peace are drawn from various disciplines and vocations including, the clergy, education and business and will serve the entire parish including their home communities of Oaklands, Dallas, Stadium Gardens, Bull Bay, August Town, Cooreville Gardens, Stony Hill, Patrick City and Riva Ridge.
The new Justices of the Peace and their guests were treated to the musical styling of Mr. Dean Fraser, courtesy of new Justice of the Peace Mr. Donovan Germaine, OD and enjoyed the beautiful singing of the “A Team” in a programme ably steered by Supt. Norris Rhoomes, 1st Vice President of the St Andrew Justices of the Peace and Lay Magistrates Association.
Custos Parchment Brown thanked the Justices of the Peace for their offer of service and noted:
“This afternoon, ninety Jamaicans of unquestionable integrity who command the respect and confidence of the people of St. Andrew, are being promoted to protect the rights of individuals and to see to it that the messages of justice, democracy, and the Rule of Law are conveyed to our citizens….I have great expectations, that you as stakeholders will partner with the Office of the Political Ombudsman in striving to realize our nation’s Vision before 2030….The Rule of Law is the principle that every person, regardless of their rank, status or office, is eligible to the same legal and judicial processes. The rule of law is also concerned with the legality of the actions of Government. It requires the government and its agents and agencies, such as the Office of the Political Ombudsman, military, JPs, the police and security agencies to follow fair procedures and respect the rights of citizens. In that light we must endeavor to be credible sources of information. In our private and professional lives we must be fair, respectable and honest”.
St Andrew now has over 1300 JPs having commissioned the largest group of Justices of the Peace in Jamaica in 2015. They were trained in 3 concurrent groups in Nov-Dec 2015 by Her Ladyship Mrs. Sonia Bertram-Linton, Judge of the Supreme Court and Senior Attorneys Mrs. Carolyn Reid-Cameron and Mr. George Belnavis a former Director of the Justice Training Institute.
